Notary Public

Otis Library provides limited, free Notary Services as a courtesy to patrons. There is no fee for simple, non-commercial notarial actions, though donations are appreciated. 

Eligibility & What to Bring:

  • 2 Valid photo ID’s (e.g., driver’s license, state ID, passport)

  • Document(s) to be notarized (do not sign them before your appointment)

How to Book an Appointment:

  1. By Email:

    • To schedule an appointment, please email us at egardiner@otislibrarynorwich.org. Include your preferred date and time, along with a brief description of the document(s) you need notarized.

  2. By Phone:

    • Call us at (860) 889-2365 ext. 0, to schedule your appointment.

  3. In-Person:

    • Stop by the front desk during our open hours to book your appointment.

Fees:

  • There is no fee for simple, non-commercial notarial actions, though donations are appreciated. 

Availability:

  • Monday: 9:00 AM – 2:00 PM

  • Wednesday: 1:00 PM – 7:00 PM

  • Friday: 12:00 PM – 5:00 PM

Limited appointments are available each day, so we recommend booking at least 2 days in advance.

Cancellations & Rescheduling:

  • If you need to cancel or reschedule, please notify us at least 1 hour in advance by calling (860) 889-2365 ext. 0.

Walk-ins:

  • Walk-ins are accepted based on availability, but appointments are preferred to guarantee a spot.

Important Points

Important points to remember if you are requesting notarization from Otis Library’s Notary Public:

The Notary Public does not notarize documents pertaining to the following legal actions:

      • Wills (We advise that wills be executed under the guidance of an attorney.)
      • Powers of attorney
      • Adoptions
      • Child custody
      • I-9 forms
      • Blank forms

The signer must provide the Notary Public with at least two forms of identification containing the individual’s signature, at least one of which must contain the signer’s photograph and physical description.

The notary must witness your signing of the document.

You are responsible for providing the required witnesses.

Caution

Notaries Public do not provide legal advice. If you have questions regarding your document’s content, form, preparation, adequacy, and process, please contact an attorney before requesting notarization. If a Notary is not comfortable notarizing the document, they are not required to notarize it.

Mobile Notary Service

Many people face transportation challenges accessing notary services. This is particularly true for those residing in rehabilitation centers and assisted living facilities. Ensuring that these individuals can meet their legal and administrative needs is crucial for their well-being and peace of mind. 
 
Mobile Notary is available to meet with you at:
      • Rose City Senior Center
      • Rehabilitation Centers
      • VFW Post – 594
      • Assisted Living Facilities 
Otis Library’s mobile notary service is only available to facilities located in Norwich, CT. Mobile notary follows the same rules and restrictions as traditional, on-site notary services. Mobile notary services are free, however a donation to the Library is appreciated.
